Bartram was involved in a well reported incident when thick fog closed in on a game he was playing against Chelsea at Stamford Bridge. "Soon after the kick-off," he wrote in his autobiography, "[fog] began to thicken rapidly at the far end, travelling past Vic Woodley in the Chelsea goal and rolling steadily towards me. The referee stopped the game, and then, as visibility became clearer, restarted it. We were on top at this time, and I saw fewer and fewer figures as we attacked steadily." The game went unusually silent but Sam remained at his post, peering into the thickening fog from the edge of the penalty area. And he wondered why the play was not coming his way. "After a long time," he wrote, 'a figure loomed out of the curtain of fog in front of me. It was a policeman, and he gaped at me incredulously. "What on earth are you doing here?" he gasped. I looked into this and before referees used whistles they would wave a handkercheif, which is why American football nowadays has flags. Whistles became the norm toward the end of the 19th century, so long before this incident. Edit: ok, I can't find evidence supporting the American football claim. I suspect though that the handkercheif may be the precursor to the linesman's flag.

American football referees use penalty flags because they used whistles previously and players would sometimes stop play thinking the plan was blown dead. Dwight Beede was the head coach at Youngstown State University (then Youngstown College) and invented the penalty flag for a game against Oklahoma City College in 1941. It was done as an experiment, then one of the refs used it again during the OSU-Iowa game, where the Big Ten commissioner saw it used and later adopted it. There was no whistle at the time I think and even if it was, he probably heard it but thought nothing of it because he can't see the ref anyways, so in his head he thought it'd probably be for a foul or something. And it was only 15 minutes. And if it was a competitive tournament, he's definitely not going to walk out of the pitch even if he doesn't see/hear anybody else. And I bet his teammates knew but went "Hey, let's just leave Sam there and laugh at him when he comes to the dressing room."

the cameraman was near the goal keeper with very likely a similar view and lack of visibility. isn't it probable that the cameraman was as clueless about the end of the game as he was, and was simply doing his job snapping pictures, and only found out after the fact that the picture was taken after the game had already been stopped?

There's another player on the right side of this photo. The picture was probably taken before the rest of the players and officials left the pitch. My guess is it the best picture to place with the story being told.

Dunno, fog muffles sound and games back then probably where a lot quiter than they are today. Plus there was alot less to gain from "a cool story" back then, no followers to get no clicks to gather etc. I can totally see him just being that concentrated on reacting to something that might jump out of the fog at any moment to not take a moment to listen and think and get to the conclusion that the game probably has been stopped.

The small water droplets in the air actually have a dampening effect on sound because they absorb a bit of the vibration, especially higher frequencies. It might be that he just didn't hear it.
